SECURITY CLEARANCE: NATO SECRET
1. POST CONTEXT
NMI is a non-combat, demands-driven advisory and training mission which executes its tasks in close cooperation with Iraqi partners.
The PSE Division advises Iraqi Professional Military and Security Education Institutions, specifically in 3 area; Faculty, Curriculum and Institution.
The DUFMS Advisory Team provides NMI advise and support across all advisory areas, focusing on the three main development themes Faculty development, Curriculum development and Institutional Development.
Within Defence Language Institute and Languages Advisory Team (DLI-LAT), the incumbent is responsible for coordination of planning, preparing and conducting of all Subject matter expert language activities aimed at implementation of measures for updating DLI curriculum, modernization of language teaching and testing methods and reforms in accordance with ongoing SSR process.
This post reports to NTI PCT 0010 – Head (DLI-LAT) – MCiv 7
2. DUTIES
The incumbent’s duties are:
- Provides SME input to curriculum development to improve from basic linguistic training to a more rounded product.
- Builds and sustains a professional relationship with peers in the DLI Faculty, and in other institutions that deliver language training.
- Conducting project proposals for improving DLI PME capabilities in the area of curriculum updating and modernization of language teaching and testing methods.
- Summaries and scrutinizes requirements specified by DLI with a view to prepare development of comprehensive measures for improving PME capability.
- Advise on assessments and feedback mechanisms from students to Directing Staff.
- Preparing related documents and briefing for DLI Staff Officer Advisor and NMI leadership as required.
- Establishes and supports an enduring relationship between NATOs Language School BILC and the DLI faculty, such that NATO is the partner of choice for support with languages for which other bilateral arrangements do not exist.
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
- The incumbent may be required to deploy on operational tasks, or to undertake operational TDY assignments elsewhere.
- Exceptional employment in locations outside of the borders of Iraq and under austere conditions for prolonged periods of time might occur.
- The incumbent must be prepared for temporary reassignment within NMI’s authorized CE in accordance with ACO 045-003 and as directed by COM NMI, in support of operational requirements.
- Given the dynamic operating environment in Iraq, the incumbent must be prepared to retrograde from the Greater Baghdad Area, possibly at short notice, for employment in locations outside of the borders of Iraq and under austere conditions for prolonged periods of time.
The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).

3. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
University Degree in the field of Languages, or exceptionally, a higher secondary education diploma with at least 4 years of experience in the functional area;
Andragogy experience in linguistics or languages and Teacher training;
The incumbent must have at least four years of experience in language training for any from English, Italian, German, Spanish, French or Turkish.
Recent experience with programme or curriculum for language institution in another country.
Able to advise on pedagogical matters without the need for reach back to national institutions.
Significant prior experience in foreign language training and curriculum development in modern teaching methods
English Standard Language Proficiency level of “Professional” in listening, reading, speaking and writing, (SLP 4343 based on NATO standards).
DESIRABLE
- Teaching and/or instructor training post-graduate qualification.
- Masters in education-related field is desirable.
- Knowledge of political and military processes obtained from experience gained in working in an International Organization.
- Experience in delivering teaching for adults in linguistics or languages.
- Experience in Middle East.
Academic research experience, conducted in specialised area.

4. POSITION AND CANDIDATE PROFILE
Personal attributes
Ability to communicate effectively with faculty staff and diplomatically advise them on the modernization of their teaching subjects. Independent role; confident in working with limited supervision. Capable of managing commitments, and coordinating the necessary visits with the HQ military staff; confidence in engaging with a wide variety of civilians and military ranks.
Professional contacts
Professional contacts with others limited to the exchange of information requiring normal courtesy and effectiveness in dealing with others.
Contribution to the objectives
Work involves the provision of information or analysis of part of a task assisting others to take action within the organization.
5. EMPLOYMENT CONDITIONS
The basic salary for an MCIV 6 is Euro € 7.087.00 per month (exempt from local taxation). A further amount of 12% of the basic salary will be paid to the staff member every month to satisfy personal pension obligations, plans, and/or schemes. Furthermore, the successful candidate may be eligible to event-based allowances (hazard, austere, extended working hours), in accordance with the conditions stipulated by the Mission Civilian Rules.
This post is a non-accompanied assignment. Living quarters provided by NATO.
The NMI mission, while not combat, is executed in a combat environment. Specific roles, responsibilities, and tasks are subject to change based on the Commander’s on-the-spot assessment of the situation. Commander, NMI reserves the right to reassign personnel or reapportion tasks within the CE based on mission requirements/changes. Must be prepared for intra theatre movements by ground or air, in accordance with national force protection caveats. Air quality within the Greater Baghdad area is poor and below NATO health and safety minimum standards.
