1. POST CONTEXT
NMI is a non-combat, demands-driven advisory and training mission which executes its tasks in close cooperation with Iraqi partners.
The DUFMS Advisory Team provides NMI advise and support across all advisory areas, focusing on the three main development themes Faculty development, Curriculum development and Institutional Development.
The incumbent main responsibility is to supervise DLI-LAT team; advise the strategic oversight of language development within ISF and ISI; plan, prepare, and coordinate all support activities aimed at the Faculty, Curriculum, and Institutional Development of institutions delivering language training for ISF and ISI with the focus on strengthening the role of DLI in providing direction, guidance and oversight.
This post reports to NTI PBX 0010 – Branch Head (DUFMS HQ) – OF-5.
2. DUTIES
The incumbent’s duties are:
- Develops and applies DLI-LAT strategy for languages and language training in the Iraqi Armed Forces.
- Senior Advisor on Language training within I-MoD and ISI, and specifically Dean I-DLI.
- Builds and sustains a professional relationship with peers in I-MOD institutions.
- Main POC languages training for I-Ministries, other than I-MOD.
- Main POC for The College of Languages, Baghdad University, and others.
- Responsible for Faculty Development Plans and Road Maps.
- Establishes and supports an enduring relationship between NATO’s Language Advisory Body, BILC and the Iraqi language development, such that NATO is the partner of choice for support with languages for which other bilateral arrangements do not exist.
- Advises on pedagogical matters without the need for reach-back to national institutions.
- Iraqi DLI’s Language Support Programme co-ordinator.
- Delivers Faculty Development Training and I-MOD student Testing, when required.
- Attends annual NATO BILC Conferences and Professional Development Seminar, if required.
- Accompanies and advises I-MOD Staff on relevant overseas visits and training when required.
- Attends annual DEEP meetings when representation of DLI-LAT is required.
- Leads a cohesive team within a pleasant working environment in which opportunities for continuous professional development are offered to staff members.
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
- The incumbent may be required to deploy on operational tasks, or to undertake operational TDY assignments elsewhere.
- Exceptional employment in locations outside of the borders of Iraq and under austere conditions for prolonged periods of time might occur.
- The incumbent must be prepared for temporary reassignment within NMI’s authorized CE in accordance with ACO 045-003 and as directed by COM NMI, in support of operational requirements.
- Given the dynamic operating environment in Iraq, the incumbent must be prepared to retrograde from the Greater Baghdad Area, possibly at short notice, for employment in locations outside of the borders of Iraq and under austere conditions for prolonged periods of time.
The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).

3. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
University Degree in the field of Languages, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years post-related and 2 years function related experience;
Trained teacher with a recognised teaching qualification, e.g. PGCE, or BEd;
At least 7 years of progressive experience in language training for any of the range languages taught in ISI, to include any from English and any other NATO member language, Italian, German, Russian, Turkish or Persian.
At least 2 years of progressive experience of instructional methods for a language institution in another country.
English Standard Language Proficiency level of “Advanced” in listening, reading, speaking and writing, (SLP 4444 based on NATO standards).
DESIRABLE
Masters in education-related field.
Knowledge of political and military processes obtained from experience gained in working in an International Organization.
- Experience in delivering teaching for adults in linguistics or languages.
- Experience in Middle East.
Arabic Language level 2222
Knowledge in one of supported NATO languages (FRA, ITA, ESP, DEU, TUR): 3333 (Listening, Speaking, Reading, Writing)
4. POSITION AND CANDIDATE PROFILE
Personal attributes
Ability to communicate effectively with faculty staff, and diplomatically advise them on the modernisation of their teaching subjects. Independent role; confident in working with limited supervision; Capable of managing commitments, and coordinating the necessary visits with the HQ military staff; confidence in engaging with a wide variety of civilians and military ranks.

Professional contacts with others limited to the exchange of information requiring normal courtesy and effectiveness in dealing with others.

5. EMPLOYMENT CONDITIONS
The basic salary for an MCIV 7 is Euro € 7,874.00 per month (exempt from local taxation). A further amount of 12% of the basic salary will be paid to the staff member every month to satisfy personal pension obligations, plans, and/or schemes. Furthermore, the successful candidate may be eligible to event-based allowances (hazard, austere, extended working hours), in accordance with the conditions stipulated by the Mission Civilian Rules.
This post is a non-accompanied assignment. Living quarters provided by NATO.
The NMI mission, while not combat, is executed in a combat environment. Specific roles, responsibilities, and tasks are subject to change based on the Commander’s on-the-spot assessment of the situation. Commander, NMI reserves the right to reassign personnel or reapportion tasks within the CE based on mission requirements/changes. Must be prepared for intra theatre movements by ground or air, in accordance with national force protection caveats. Air quality within the Greater Baghdad area is poor and below NATO health and safety minimum standards.
