PROJECT OVERVIEW:

SAMI is a national holding company owned 100% by the Public Investment Fund (PIF), a sovereign wealth fund owned by the Kingdom of Saudi Arabia (KSA). SAMI was established in May 2017 to develop the military infrastructure necessary to help the Saudi Vision 2030 aim of localizing military spending to at least 50% by the end of the decade. It commenced operations in January 2018.

SAMI is working with numerous Original Equipment Manufacturers (OEMs) and local contractors to establish a military industrial infrastructure across the Kingdom. It is organized into 5 Divisions: Aeronautics, Defense Electronics, Land, Sea and Defense Systems.

Bechtel was contracted to provide a Facility Management Team (FMT) to develop and implement a Facility Masterplan to help align SAMI`s programs. This has led to the creation of an Enterprise Project Management Office (EPMO) and a Project Management/Construction Management (PM/CM) team to manage the design and construction of an Ammunition Industrial Complex (AIC). This state-of-the-art ammunition facility will comprise approximately 60 buildings on a 20 km2 site north of Riyadh, which will be designed and built over the next 3-4 years. The facilities to be built range from production buildings for different calibers of ammunition, explosive storage bunkers, ammunition magazines, a test range, demolition area, office building, mosque, R&D building, waste treatment plant and high-tech perimeter fence with security entrances.

POSITION SUMMARY:

Performs varied professional accounting or financial work requiring the standardized application of well-established principles, theories, concepts, and practices. Makes day-to-day decisions concerning the treatment of financial transactions. Is expected to recommend solutions to complex problems and to propose system changes for approval at higher levels.

Develops sound, practical solutions to a wide range of accounting, financial, tax problems where guidelines are well defined or to problems in one functional area where guidelines are less defined.

Assignments require regular use of resourcefulness and independent judgment.

JOB DIMENSIONS:

A. Supervision Received

  • Guidance is available from a higher level as needed. Work is reviewed for approach, technical accuracy, adequacy of professional judgment, and compliance with general instructions. Instructions concerning the overall accounting system and its objectives and the policies and procedures and techniques to be applied.

  • None.

C. Contacts

  • Contacts between the job incumbent and representatives internal and external to Bechtel as necessary for the fulfillment of job requirements.

  • Internal contact with counterparts in other Controller groups and Controller management. Contact with Division project personnel and cost engineering personnel regarding financial accounting or other related accounting information.

  • External contacts with clients and vendors as authorized, banking personnel, occasionally with auditors or insurance companies in payroll matters.

ESSENTIAL JOB DUTIES:

  • Maintains varied accounting, financial, or tax records-establishing or revising controls.

  • Prepares, reviews, interprets, and analyzes all types of accounts and records of financial transactions. Presents and helps findings and recommendations. Develops non-standard reports and statements (e.g., those containing forecasts reflecting the interrelations of more than one field of information). Interprets and points out trends or deviations from standards.

  • Preparing and submitting Bechtel invoices.

  • Maintaining invoice log.

  • Coordinating revenue recording with NDEU.

  • Preparing monthly journal entries for prepaid expenses (housing, school tuition, etc.).

  • Preparing / recording monthly accruals (SIPP, Saudi End of Service Benefits, etc.).

  • Preparing / recording year-end accruals.

  • Preparing CGL adjustments, as required.

  • Maintaining project cashflow forecast.

  • Tracking maturities of financial instruments (LCs, etc.).

  • Coordinating with SABCO finance / GBU finance / BBS finance to ensure compliance with Bechtel procedures and policies.

  • Reviewing timesheets, in compliance with project charging practice.

  • Reviewing employee expense submissions.

  • Helping preparation of monthly Bechtel cost report.

  • Helping preparation of PFSR.

  • Other ad-hoc project help and responding to requests / queries from GBU finance.

JOB KNOWLEDGE:

  • Requires knowledge of professional accounting, financial or tax concepts and principles plus working knowledge of related activities gained through specialized education and/or work experience of a progressively responsible nature.

  • Basic knowledge of general business practices.

  • Understanding of Controller organizational structure, policies, and procedures.

  • Experience and proficiency in basic accounting functions such as payroll, payables, receivables, financial accounting, tax. Skill in analyzing and problem solving techniques as applied to accounting or tax areas.

  • Skill in working with and communicating effectively orally and in writing with other Controller personnel or division or project functional groups.

  • Working knowledge of computer systems operations as applied to accounting functions.
