Project Overview:
Bechtel has been involved over the last 80 years in some of the world’s busiest and most complex airport projects, including Greenfield and Brownfield developments. In the GCC, we have held significant roles on King Khalid, King Fahad, Dubai, Hamad, and Muscat international airports. Saudi Arabian Bechtel Company has been appointed to provide project management consultancy services (including technical, commercial, and construction management) for the development of a state of the art international airport in the city of Riyadh, Kingdom of Saudi Arabia. King Salman International Airport will have a capacity of up to 120 million travellers by 2030 and 185 million travellers by 2050, and the capacity to process up to 3.5 million tons of cargo by 2050. Bechtel will provide PMC services for three new terminals; Terminal 6 is a new build ‘low cost carrier’ – hyper efficient terminal with gross floor area of ≈450,000m2, capacity of 20mppa; Iconic Terminal is a new build ‘new concept’ terminal with gross floor area of ≈ 1M m2, capacity of 40 to 45 mppa, and Private Aviation Terminal and hangars for VIPs and business jet passengers.
Job Summary:
In this role, you will provide technical guidance to promote consistency across projects, customers, and business lines. You will provide detailed review and support to capital cost estimates, cash flow, working capital assessments, and to the preparation of estimate documentation. Your recommendations ensure accurate cost estimations and will be essential in driving project profitability and success.
Major Responsibilities:
- Performs quantity takeoffs for a discipline or commodity specialty using defined documents
- Conducts capital cost estimates
- Reviews design scope criteria and develops quantities for undefined scope assumptions in coordination with other stakeholders/departments
- Participates in establishing pricing structures to be applied to quantities for estimates Services
- Conducts detail pricing for non-manual labor service using functional staffing and other direct cost (ODC) inputs
- Supports the development of project-specific tools and templates to gathers appropriate quantity and labor/ODC information Overall
- Prepares estimate basis and assumption documentation for their area of responsibility in support of overall estimate development
- Provides assistance to complex order of magnitude (OOM) estimates
- Prepares cost studies, trend estimates, and life cycle cost estimates in area of specialization
- Provides support to estimate reviews and presentations
Education and Experience Requirements:
- Bachelor’s degree in Engineering, Construction Management, or MSc in Quantity Surveying if undergraduate (BSc) degree is not Quantity Surveying.Minimum seven (7) years of progressively responsible experience with at least five (5) years’ experience as Quantity Surveyor
Required Knowledge and Skills:
Behavioral:
- Excellent communication and interpersonal skills required Coaching and mentoring skills required for knowledge transfer to colleagues and external design consultants QSs to develop competency in standard methods of measurement and quantity take-off
- Self-motivated individual with good leadership skills and experience and the ability to influence without authority.
- Ability to manage priorities and take on additional evolving responsibilities with demonstrated experience providing direction/supervising a team.
- Ability to work within an integrated Client/Bechtel team at multiple levels of seniority
- Ability to work within a culturally diverse organization, recognizing and respecting differences
Technical:
- Professional Engineer (P.E.) or Professional Membership (MRICS, MCIOB, AACE) Familiar with CSI Master format Work Breakdown Structure and Composite Pay Items Relevant experience on infrastructure-based projects, such as site preparation, site development
- Must be knowledgeable in various construction fields – civil, structural, electrical, mechanical, telecommunications
- Estimating experience is beneficial Cost Engineering experience is beneficial
- Experience on site in construction projects is beneficial
- Working knowledge of AutoCAD and standard Microsoft Office software applications Excel, Access, Word, and PowerPoint.
- Previous experience with Bechtel and/or Middle East desirable
