TITLE: Education Specialist (Curriculum and Instructions)

GRADE: MCIV 7

SECURITY CLEARANCE: NATO SECRET

1. POST CONTEXT 

NMI is a non-combat, demands-driven advisory and training mission which executes its tasks in close cooperation with Iraqi partners.

The PSE Division advises Iraqi Professional Military and Security Education Institutions.

PME Branch advises different Iraqi Professional Military Education Institutions under the Iraqi MoD.

The DUHMS Advisory Team provides NMI advise and support across all advisory areas, focusing on the three main development themes Faculty development, Curriculum development and Institutional Development.

The incumbent is subject matter expert in a specific curriculum area.

The Education Specialist (Curriculum and Instructions) reports to NTI PMB 0010 – SENIOR ADVISOR (DUHMS HQ) – OF-5.

2. DUTIES 

The Education Specialist (Curriculum and Instructions) collaborates with designated institution to conduct needs analysis, to advise faculty members on specific curricula; 

The Education Specialist (Curriculum and Instructions) mentors and trains the Iraqi faculty staff to develop a suitable training delivery model in order to generate future instructors with sufficient theory and practical instructional proficiency; 

The Education Specialist (Curriculum and Instructions) works as a liaison officer dedicated to a specific Iraqi interlocutor at either an ISI or an ISF; 

The Education Specialist (Curriculum and Instructions) establishes contacts both in-country and externally in order to link the institution to parallel organisations to improve long term curricula modernisation and development; 

The Education Specialist (Curriculum and Instructions) mentors institution staff in organizing and preparing lectures, translation, and teaching material;

The Education Specialist (Curriculum and Instructions) identifies suitable constructed and tailored learning resources for the institutional delivery, assisting with the creation of lesson plans and procurement of appropriate literary baseline;

The Education Specialist (Curriculum and Instructions) contributes to the institutions training management and feedback process; monitors delivery and student assessment processes;

Under routine circumstances, the work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).

Within the current identified threats, the overall risk is medium. The level of threat requires adherence to the detailed in-theatre instructions on personnel security.

The risk may increase if personnel are moving outside of designated secure areas. 

The incumbent may be required to perform like duties elsewhere within the organisation as directed.

3. QUALIFICATIONS AND EXPERIENCE 

ESSENTIAL

Master of Education or Higher level degree/diploma in Education (e.g., Ed.S., Ed.D, or Ph.D); or, exceptionally, a Bachelor’s Degree in Education, with two additional years of experience in the functional area; or, exceptionally, a Master’s Degree in a related field such as Psychology, Sociology, etc. with two additional years of experience in the functional area;

Minimum 7 years of progressive experience in developing curricula, implementing instructional methods, advising/training instructors, etc., in tertiary education/training programs at academic institutions or military schools/academies; 

Extensive knowledge of political and military processes obtained from experience gained in working in an International Organization; 

Experience in tertiary education institutions;

Experience of curricula development;

Experience in training of academic staff;

Experience in post conflict environments and/or security sector reform;

Gender awareness courses offered by NATO official schools/academies, international military training centers, governmental and/or intergovernmental organisations; 

English Standard Language Proficiency level of “Expert” in listening and reading, and “Professional” in speaking and writing, (SLP 4343 based on NATO standards). 

DESIRABLE 

Minimum 5 years of experience working in NATO;

Experience in planning, implementing, monitoring and assessing international support efforts under NATO or other International Organisation’s;

Experience in advising senior organisational decision makers;

Extensive knowledge and experience with WPS, defence policy and defence/force planning, strategic planning, capability assessment and defence capacity building;

Courses/training related to the duties of the Post obtained through NATO official schools/academies, international military training centers, governmental and/or intergovernmental organisations;

English Standard Language Proficiency level of “Expert” in listening, reading, speaking and writing, (SLP 4444 based on NATO standards).

4. POSITION AND CANDIDATE PROFILE 

Personal attributes

The Education Specialist (Curriculum and Instructions) must be a mature and experienced person, who displays sound judgment, excellent interpersonal and communication skills, and unquestionable integrity.

He/ She must be a highly motivated individual and must display above average leadership skills, the ability to work long hours under considerable stress, and the ability to make decisions on the basis of policies, directives, laws, and precedents requiring interpretation and adaptation to ad hoc circumstances. He/ She must have the ability to engage with faculty staff with diplomacy and tact. He/ She must have the understanding of Iraqi or Middle Eastern culture and academic styles would be of benefit, as this SME input is what would benefit the PME organization. The Education Specialist must have independent thought and judgement to best serve the customer who are the institutions wanting to bring their curriculum up to date.

Regular professional contacts with others inside and/or outside immediate organization on functional matters. Solicits/gives information and provides advice/guidance. 

Contribution to the objectives

The work involves the analysis and research of a complete task with recommendations affecting the plans and management of the organizational element.

5. EMPLOYMENT CONDITIONS 

The successful candidate will be offered a 12-month definite duration contract, based on operational need/funding for the position. 

The basic salary for an MCIV 7 is Euro € 7,450.00 per month (exempt from local taxation). A further amount of 12% of the basic salary will be paid to the staff member every month to satisfy personal pension obligations, plans, and/or schemes. Furthermore, the successful candidate may be eligible to event-based allowances ( hazard, austere, extended working hours), in accordance with the conditions stipulated by the Mission Civilian Rules. 

This post is a non-accompanied assignment.
