1. Implementation of ICT operational strategies

  • Ensure full compliance of ICT activities with UNOPS strategies, regulations, rules, and policies.Coordinate with HQ ICT Team to ensure that standard UNOPS ICT policies are applied.

  • Contribute to the office’s ICT business processes mapping and to the elaboration of internal procedures in ICT, in consultation with the direct supervisor and office management.

  • Pro-active evaluation of system performance, identifying areas of inefficiencies and potential problems.

  • Analyze and evaluate information technology capacity and requirement of the office in terms of updating hardware and software to acceptable global levels. Identification and prioritization of areas where improvements need to be addressed to be able to effectively support the organization in achieving its goals and priorities.  Provision of cost implications and benefits of recommendation for budget consideration.

  • Research supplier offers and, in collaboration with supervisor and Procurement Unit, initiate the change of supplier, if applicable/appropriate.

  • Drafting of internal policies and SOPs, updating them on a regular basis.

2. Undertakes managerial and supervisory responsibilities

  • Day-to-day management and supervision to successfully support all users and achieve the priorities of the office.

  • Establishment of work plans, standards for performance evaluation, indicators for work progress and achievements, together with supervisee.

  • Timely corrective actions to achieve objectives and deadlines.

  • Provision of technical guidance and on-the-job training to ensure work standards are achieved in line with work objectives.

  • Assessment and recommendation of training needs for the supervisee to ensure skills are updated in accordance with relevant technologies. 

3. Provides efficient and effective ICT management and administration

  • Ensure ICT for the Hub is managed and coordinated in an efficient and effective manner.

  • Manage risks relating to ICT, including adequate business continuity planning and the development of contingency plans.

  • Take responsibility for the application of ICT policies and security requirements, use of resources, and recommend corrective action, where necessary.

  • Maintain a roster of qualified technical service and equipment providers for various ICT related areas which can be called upon during crises or emergencies.

  • Identify appropriate standards to procure information technology equipment at least cost and in the most expedient manner.

  • Initiate the outsourcing of ICT maintenance services, as required.

  • Involvement in the evaluation of technical requests for ICT equipment.

  • Manage contracts and other contracts and subscriptions.

  • Installation and configurations of the IT equipment including servers, desktops/laptops/router/switches/teleconferencing/video conferencing.

  • Ensure maintenance of infrastructure inventory of server, telecommunication equipment, and software licenses in the office, making sure compliance with registration and warranty requirements, as well as asset management policies.

  • Establish control system to ensure and manage an effective ICT infrastructure, Inventory / Asset Management System, including bar-coding, database, and handover procedures.

  • Effective functioning (installation, operation and maintenance) of all UNOPS hardware/equipment and management of acquisition of hardware and supplies.

  • Roll-out and maintenance of corporate standard OS and software applications, monitoring of compliance, and upgrades/patches.

  • Provide advice on project implementation on all activities involving ICT (including for projects, i.e. internal and external stakeholders).

  • Take the lead on ICT projects, system upgrades, compliance reviews, hardware refreshes in the office/ for the office.

  • Ensuring management awareness of problems that are severe in nature or may otherwise impact operational capacity. 

4. Ensures efficient network administration

  • Provide emergency communication capabilities in support of staff security and ensures Minimum Security Telecommunications Standards (MISTS) compliance is maintained in all project offices and country offices.

  • Coordination with RO/HQ network architectural planning, testing, deployment, and maintenance.

  • Implementation and maintenance of the local network infrastructure and Internet connectivity;

  • Installation, upgrade, and maintenance of UNOPS LAN/WAN/VPN Systems utilizing switches, routers, and servers, incorporating  DHCP, DNS, file/print sharing, IP address management and internet access.

  • Monitoring of network connectivity, and ISP performance to ensure a stable and responsive network environment.

  • Troubleshooting and monitoring of network problems, ensuring network and access security;

  • Management and monitoring of backup jobs, facilitation of tape rotation and off-site storage; data restore for recovery and/or testing purposes.

  • Maintenance of business continuity and disaster recovery processes and procedures.

5. Provides effective telecommunications service

  • Recommendation of strategies to ensure and improve global connectivity and telecommunication facilities.

  • Coordination with RO/HQ and setting up meeting management software such as Google Meet, Video and Audio teleconference meetings for management and related meetings

  • Set-up and maintenance of video conference, VoIP and other communication systems.

  • Facilitation of audio /video conferencing.

6. Support to knowledge building, advisory and knowledge sharing

  • Identification of training needs, conduct of workshops and seminars and production and update of documentation to promote and maintain skills development.

  • Advise stakeholders on ICT planning, regulations, ethics, processes, risks and lessons learned.

  • Participation in meetings and exchange of information and expertise on applications and tools with IT colleagues from other UN agencies in the region.

  • Coordination and liaison with HQ ICT to ensure global standardization, consistency in direction, policy and standards.

  • Evaluation of emerging technologies by reading newsgroups and magazines, attending courses and seminars, sharing knowledge and experience with other ICT specialist.

  • Evaluation of systems and platforms, research of best practices and contribution to regional and global ICT Services solutions.

  • Organization of training for the AMMCO staff on IT-related topics.

  • Sound contribution to knowledge networks and communities of practice.

  • Identify lessons learned and provide corresponding recommendations.

  • Contribute to development of relevant ICT standards and strategies.

7. Identifies introduces, and maintains software applications

  • Identification of new areas where computerization is advantageous and applicable.  Recommendation of applicable software packages to use, understanding user/clients specification, needs, and requirements to achieve client satisfaction.

  • Identify and test new software and hardware for improving and updating system performance; install any technology upgrades as required.

  • Recommendation of backup options in potential problem areas that are beyond one’s control.

  • Development of backup programmes and ensuring strict implementation.

  • Perform such other related duties as may be assigned by the Supervisor.

Education/Experience/Language requirements

Education:

  • An advanced university degree (e.g. Master) in information sciences, computer sciences, or a related field is required.

  • A first-level university degree (e.g. Bachelor) in information sciences, computer sciences, or a related field with two (2) additional years of relevant experience may be considered in lieu of the advanced degree.

Experience:

  • A minimum of five (5) years of professional experience in the field of IT is required.

  • Previous experience (preferably in an international environment) in developing technical specifications/terms of reference from the ICT domain is desirable.

  • Previous experience in IT systems design/development is an asset.

  • Previous experience in performing needs assessments/gap analyses is an asset.

  • Previous experience in development and delivery of ICT training programmes is an asset. 

  • Previous experience in defining requirements for data collections and data sets is an asset.

  • Previous experience in business process analysis and process mapping is an asset.

Language requirements:

Fluency in English and Arabic is required.
