About Human Appeal

Human Appeal (HA) is a British humanitarian, non-governmental and non-profit organisation that has been working across 25 countries around the world since 1991. HA has been operating in Iraq since 2016 and currently has over 160 staff working across numerous locations in Iraq, including Erbil, Dohuk, Ninewa, Anbar, and Baghdad. The HA Iraq’s country office is located in Erbil, KRI with field offices in Mosul, Baghdad and Ana and a sub-office in Dohuk. HA delivered over $40 million in humanitarian and early-recovery assistance in 2017-18. HA is working in a number of thematic sectors: protection including women’s empowerment and protection; child protection; shelter and non-food items; and food security and livelihoods. HA’s main donors include WFP, UNICEF, UNHCR, UNDP and others.


Human Appeal (HA) is currently implementing UNCIEF funded Project in Ana. The project is primarily structured to provide specialized Child Protection (CP) Services to the conflict affected population children and caregivers. Additionally, Gender Based Violence (GBV) component is integrated into project to address the need of comprehensive GBV responsive services in collaboration with Government and NGO partners. Geographically, project is being implemented in Ana, with outreach protection services in 13 neighbouring communities around Ana Centre.


As part of the inception phase, HA aims to conduct a comprehensive assessment of protection and GBV services in Ana. More specifically, the assessment will look at:

1) Mapping of CP and GBV service providers and the services available for the Internally Displaced Persons (IDPs) and Returnees in project targeted locations;

2) Undertake assessment on the existing technical capacity, and identify the capacity gaps of the relevant government departments/institutions on providing protection services and legal assistance to those in need.


The consultant will conduct a qualitative assessment and will employ a combination of data collection approaches to draw analysis and recommendations. The service mapping exercise and the capacity assessment shall use both primary and secondary data and conduct a thematic analysis of the data. This should include desk reviews, consultative meetings, key informant interviews (KIIs), focus group discussion (FGDs) and observation/review of protection systems and service delivery processes. Data collection shall include reviewing of the existing mapping available from the SCP and SGBV and working groups, government institutions, national and international non-governmental organizations active in the project locations.


The consultant shall be responsible for completing the following tasks:

1) Mapping of existing CP services, including access to PSS/case management, specialized protection assistance, and community-based support, birth registration/civil documentation services, legal and administrative assistance for children and other services in line with the Child Protection Sub-Cluster guidelines.

2) Mapping of existing GBV services, including access to appropriate emergency medical assistance, culturally sensitive age appropriate GBV case management and psychosocial support services, referral mechanisms to multi-sectoral services civil documentation services, legal and administrative assistance and other services for GBV survivors, women and adolescent girls in accordance to the GBV Sub-Clusters guidelines.

3) To provide recommendations on the service gaps in terms of availability, accessibility and affordability.

4) To provide analysis on technical capacity of government institutions, identify capacity gaps and recommendations to bridge these gaps through specific capacity building interventions.


  1. Developing methodology and data collection tools for service mapping and capacity assessment in close collaboration with HA.
  2. Undertaking a literature review of the key programme documents, online service advisor, and study reports.
  3. Hold interviews/discussions with the key UNICEF staff based in Erbil. Propose and conduct bi-lateral meetings with the senior staff, mainly with government stakeholders and a few key I/NGOs on CP and GBV service mapping and identify specialized protection services for HA for referrals.
  4. Propose a sample to assess the current capacity of key government institutions in Ana. This should include Department of Labour and Social Affairs (DOLSA), Department of Health (DoH), Department of Education (DoE), Department of Justice and Police. Consultant may propose other relevant departments for this exercise.
  5. Consult with the target population in Ana. Such a consultation will include holding FGDs with beneficiaries, with a specific focus on children, women and adolescent girls’ access, quality and affordability to CP and GBV services.
  6. Presentation of the capacity analysis and mapping of services to the relevant stakeholders in a consultation meeting in Ana. (consultant to prepare presentations and collect feedback from participants).
  7. Revise the report in light of feedback emanating from the consultation process.
  8. Submission of final version of the report.


The duration of this assignment is 10 working days from the date of signing the agreement.


The budget must not exceed 1,500 USD.

Consultant Profile

Candidates are requested to submit an expression of interest with the technical proposal, detailed experience in research alongside the CV. The successful consultancy candidate should have relevant research experience using quantitative and qualitative method in the field of child protection, juvenile justice, GBV or similar.

Qualification and Experience

  1. MA degree in gender, development, humanities, political science, social sciences, statistics or related field, with at least 5 years+ of experience in consultancy work on Protection, Health or GBV or related field, or BA degree with 10 years+ experience in the same fields described above
  2. Written and oral proficiency in English and Arabic.
  3. Demonstrated understanding of key protection issues related to CP and GBV themes especially in the context of Iraq and of issues related to the multi-sectoral service delivery.
  4. Understanding and use of UN service advisor and other service reports.
  5. Ability to process and synthesize information from various sources and compile it into a report that is accessible and useful to various stakeholders.

Intellectual Property Rights

All documentation related to the assignment shall remain the sole property of the Human Appeal. The consultant shall be credited on any printed materials and publications related to the study.
