Chief Engineer / Utilities Manager
The Chief Engineer will be based at one of three PAE sites in Iraq and serve the Operations and Maintenance Support Services (OMSS) contract in support of the U.S. Department of State. This position is responsible for overseeing the Prime Power, Spot Generation and Life Support Utilities Programs. The Chief Engineer will be regarded as PAE’s professional authority on all engineering questions related to operations and maintenance and projects on site and will report to the Site Operations Manager. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.
DUTIES:
- Manage and oversee the operation, calibration, diagnostics, troubleshooting, and repairs to all mechanical and electrical equipment systems, automatic transfer switching and electrical or pneumatic control systems on site.
- Execute the management and responsibilities for the entire requirements of the Prime Power and or Spot Power Generation systems on ground to include up to as many as 40 – 1 megawatt generators or below, 45 – 13,200v transformers and 5,000 meters of underground duct systems.
- Manage and oversee the operations of Water Treatment Plants / ROWPU and Wastewater Treatment Plants to include all pumping, filtering, piping, brine wastewater and control systems.
- Manage and oversee the operations and maintenance of the Fuel Farm, Storage and Retail Fuel Operations.
- Responsible for monitoring and management execution of our subcontract agreements between the vendors. Coordinate with subcontracts department for the required blanket agreements and work releases and purchase requests within the Utilities section. Responsible for all procurement acquisitions and deliverables within the Utilities section. Responsible for ASL assigned stock listing / bench stock materials and US Government Property within the Utilities section.
- Provide professional engineering guidance for all future work and technical proposals and will be responsible for drafting and presenting reports and analysis of system performance and recommendations for improvement.
- Interpret all architectural, civil, structural, mechanical, electrical, plumbing, and fire system diagrams or drawings for large facilities.
- Continually interface with US Military / BOS-I, DOS, COR and Department of State Facility Management personnel in order to coordinate the work being completed on the equipment systems within the Utilities section and brief the customer during meetings and site surveys.

REQUIRED:
- Minimum Acceptable Experience Level:
- Five (5) years’ experience in operations and maintenance of a large plant, power generation, facility, base or municipality, with specific experience in the operation of power generation, physical plants and building facilities operations.
- Three (3) years’ management experience overseeing large facility preventive maintenance programs and supervising a workforce of 20 or more personnel.
- Knowledge of applicable U.S. Codes and accepted trade practices.
- Knowledge and experience regarding occupational hazards of the electrical and mechanical trades, related safety precautions and considerable skill required for the installation, maintenance and repair of power generation and water/waste water treatment systems and equipment.
- Expert communication skills to facilitate and disseminate information.
- Proficient in Microsoft Office Suite, Maximo, VISIO, Acrobat Professional, all related Power Plant software, and have knowledge of SCADA systems.
- Ability to interpret all architectural, civil, structural, mechanical, electrical, plumbing, and fire system diagrams or drawings for large facilities.
- Passport, Licenses and Certifications: As part of pre-contingency requirements, by the time the visa process starts, candidates must possess a valid passport of home country with a minimum of 18 months remaining to expiration date with 8 blank pages.
- Valid drivers’ license from Home of Record.
- Certifications relating to Power Plant and central plant operations.
- Security Vetting: Must possess an active DOD or DOS Secret security clearance and maintain eligibility for the duration of the contract.
- Language Skills: Strong, professional, oral and written English communication skills.
- Citizenship: Must be eligible for US Government Clearance.
- Medical: Favorable passage of a drug screen and physical examination.
DESIRED:
- Degree in Electrical or Mechanical Engineering.
- Previous out of home country experience is highly desirable and previous work experience in harsh environmental / hot climate conditions is a plus.
- Experience working with PAE.
OTHER KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of principles and processes involved in operating and supporting power generation, transition, and distribution as well as water and wastewater treatment functions at an overseas facility.
- Experience providing excellent customer services.
- Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.
- Cross-cultural sensitivity with an international perspective.
- Excellent organizational and time management skills.
- Ability to become an active and functioning member of a team.
- Must have the ability to be innovative and be an agent for change.
WORKING CONDITIONS:
This position may be located in a war zone in a contingency environment with harsh and dangerous working and living conditions. The employee may be expected to lift and carry 40 pounds of personal protective equipment for extended periods of time; be capable of running, ‘duck & cover’, during emergencies without putting himself or others at risk; and, work a schedule of minimum 6 days per week and 10 hours per day. While performing the duties of this job the employee may regularly be exposed to extreme and austere desert-like environment – during the summer months it can reach 150 degrees Fahrenheit/66 degrees Celsius. Additionally, to ensure that safety, health, and security measures within the contract are met, all employees shall be literate in English (read, write, speak and understand).
