Project title: ‘’EU Facility supporting policy dialogue and technical assistance in Iraq’’

Brief description of the project: The specific objective of this assignment is to strengthen public institutions and develop capacities for policymaking, planning, and implementation in view of engaging with non-state actors, responding to citizens’ needs and contributing to general socio-economic development including domestic revenue mobilization. Within this framework, the purpose of this contract is to provide on-demand technical assistance open to all Government entities targeted by EU interventions in Iraq through EU Special Measures and the EU multi-annual indicative program 2021-2026, as well as technical assistance directly to the EU delegation and support to the EU delegation for policy dialogue.

Assignment: Support to the EUD intervention in the electricity sector of Iraq

The primary objective of the assignment’s is to implement the recommendations made along the “EU Strategic Approach Report” (GT056). These recommendations are aimed at effectively addressing the unique challenges and opportunities.

Upon the completion of the EU Strategic Approach Phase of the GT056 assignment, the EU TAF team of experts, operating under the directive of the European Union Delegation to Iraq (EUD-Iraq), put forth a series of recommendations aimed at building upon the foundational work accomplished through the World Bank’s advisory service focused on the “Electricity Investment Plan and Financing Strategy.” This prior initiative laid the groundwork for identifying critical areas that require attention and improvement.

The efforts of this assignment will concentrate on three pivotal areas:

  • A) Investments in Infrastructure Development: This area emphasizes the need for strategic investments that enhance the physical and organizational structures necessary for the electricity sector, which are vital for fostering economic growth and stability.
  • B) Power Sector Reform: Recognizing the importance of a robust and efficient power sector, this focus area seeks to implement necessary reforms that will improve operational efficiency, reliability, and sustainability within the electricity market.
  • C) Improvement of the Business and Investment Environment: This component aims to create a more conducive environment for business operations and investment, thereby attracting both domestic and foreign investors and facilitating economic development.

To effectively carry out this follow-up work, the EU TAF team has delineated six key modules. These modules will serve as structured frameworks to guide the team’s actions and ensure that the strategic objectives are met in a holistic and impactful manner. Each module will address specific aspects of the overarching strategy, allowing for a targeted approach to achieving the desired outcomes in Iraq’s electricity sector.

Position: NKE 7: SENIOR NON-KEY EXPERT: BILLING EXPERT

The expert will carry out the following tasks:

  • At the direction of NKE1/TL, conduct research to carry out a technical audit identifying inefficiencies and integration gaps between metering, billing, and collection systems.
  • Provide technical input on specifications for upgrading or replacing billing software and CIS platforms to ensure scalability, automation, and interoperability with smart metering and mobile payment solutions.
  • Draft substantial components of the deliverables outlined in Module 3.

Qualifications, experience and skills required:

  • Bachelor’s degree in electrical or computer engineering with
  • At least 10 years’ experience in the power energy field (distribution sector) and with automation systems for electricity
  • Demonstrated experience in billing systems and energy metering
  • Significant knowledge and understanding of the Iraqi legal framework, as well as technical and financial aspects regarding billing and tariff rates for consumers

Duration of the assignment: Up to 30 days

Period of the assignment: Expected July – September 2025.

Place of assignment: Baghdad, Republic of Iraq.

Language requirements: Fluent spoken and written English and Arabic language proficiency is required.
