Project title: ‘’EU Facility supporting policy dialogue and technical assistance in Iraq’’
Brief description of the project: The specific objective of this assignment is to strengthen public institutions and develop capacities for policymaking, planning, and implementation in view of engaging with non-state actors, responding to citizens’ needs and contributing to general socio-economic development including domestic revenue mobilization. Within this framework, the purpose of this contract is to provide on-demand technical assistance open to all Government entities targeted by EU interventions in Iraq through EU Special Measures and the EU multi-annual indicative program 2021-2026, as well as technical assistance directly to the EU delegation and support to the EU delegation for policy dialogue.
Assignment: Support to the EUD intervention in the electricity sector of Iraq
The primary objective of the assignment’s is to implement the recommendations made along the “EU Strategic Approach Report” (GT056). These recommendations are aimed at effectively addressing the unique challenges and opportunities.
Upon the completion of the EU Strategic Approach Phase of the GT056 assignment, the EU TAF team of experts, operating under the directive of the European Union Delegation to Iraq (EUD-Iraq), put forth a series of recommendations aimed at building upon the foundational work accomplished through the World Bank’s advisory service focused on the “Electricity Investment Plan and Financing Strategy.” This prior initiative laid the groundwork for identifying critical areas that require attention and improvement.
The efforts of this assignment will concentrate on three pivotal areas:
- A) Investments in Infrastructure Development: This area emphasizes the need for strategic investments that enhance the physical and organizational structures necessary for the electricity sector, which are vital for fostering economic growth and stability.
- B) Power Sector Reform: Recognizing the importance of a robust and efficient power sector, this focus area seeks to implement necessary reforms that will improve operational efficiency, reliability, and sustainability within the electricity market.
- C) Improvement of the Business and Investment Environment: This component aims to create a more conducive environment for business operations and investment, thereby attracting both domestic and foreign investors and facilitating economic development.
To effectively carry out this follow-up work, the EU TAF team has delineated six key modules. These modules will serve as structured frameworks to guide the team’s actions and ensure that the strategic objectives are met in a holistic and impactful manner. Each module will address specific aspects of the overarching strategy, allowing for a targeted approach to achieving the desired outcomes in Iraq’s electricity sector.
Position: NKE 5: SENIOR NON-KEY EXPERT: CAMPAIGN SPECIALIST/GRAPHIC DESIGNER
The expert will carry out the following tasks:
- Liaise with the MoE’s media department and other concerned departments to align expectations and campaign plans
- Develop, design, and deliver the awareness campaign outlined in deliverable B.4.2, including:
- Brochures, social media content, and informational videos to educate the public about the benefits of generating electricity from renewable sources.
- Event management instructions for the MoE on how to hold community workshops and seminars to teach communities about renewable energy technologies and best practices for installation and maintenance.
- Awareness campaign measurement metrics.
- At the direction of NKE 1, understand MoE awareness campaign needs, including campaign conceptualisation, graphic design, messaging, etc.
Qualifications, experience and skills required:
- Bachelor’s degree in a relevant field such as graphic design or another related field and 5 years of relevant experience
- Demonstrated experience working to develop and execute awareness/advocacy campaigns
- Proficiency in Adobe Creative Suite (Photoshop, Illustrator, InDesign, etc.), Canva, or other design tools.
- Strong attention to detail and design aesthetics.
- Excellent diplomatic, interpersonal and communication skills.
- Consultant is expected to have their own laptop and subscriptions to design-focused programs necessary to produce campaign assets
Duration of the assignment: Up to 30 days
Period of the assignment: Expected September – December 2025.
Place of assignment: Baghdad, Republic of Iraq.
Language requirements: Fluent spoken and written English and Arabic language proficiency is required.
