1. POST CONTEXT
The NMI mission, while not combative, is executed in a combat environment. Specific roles, responsibilities, and tasks are subject to change based on the Commander’s on-the-spot assessment of the situation. Commander, NMI reserves the right to reassign personnel or reapportion tasks within the CE based on mission requirements/changes. Must be prepared for intra theatre movements by ground or air, in accordance with national force protection caveats.
The J1 Branch provides expertise in Human Resources Management, Policies and Procedures.
The incumbent is responsible for the management of personnel, accountability and HRDS support.
This post reports to: NTI RHX 0020 – Cell Head (HRDS and Workforce) – MCiv 5
2. DUTIES
Maintains and updates personnel records in the NMI database in order to create daily personnel accountability reports as required. –
Supports reporting systems (accountability, billeting etc.) via Automated Personnel Management System (APMS).
Collects personnel information and figures from NMI stakeholders and other associated stakeholders.
Ensures accuracy of data and compliance with NMI policies and regulations.
Responds to stakeholder’s inquiries regarding personnel accountability policies and procedures.
Creates and maintains updated NMI key Points Of Contacts’ (POC) list for personnel accountability reports.
Trains NMI POCs on personnel accountability report procedures.
Creates and maintains updated the Organisational Charts for Non-CE/CJSOR structures. Prepares reports, assessments, and meeting notes regarding Non-CE/CJSOR posts, occupancy etc.
Prepares in-theatre Standard Operating Procedures (SOPs) and other policies in the area of responsibility.
Assists Cell Head in AMIS implementation and management.
Assists Cell Head in managing Job Descriptions (JD) via Establishment Review Tool (ERT).
Assists Cell Head and Branch Head in developing and updating the NMI evacuation plan.
Supports personnel in-processing if required.
The employee may be required to perform a similar range of duties elsewhere within the Organisation at the same grade without there being any change to the contract.
The incumbent is required to undertake operation deployments and/or TDY assignments both within and without NATO’s boundaries.
The incumbent must be prepared for temporary reassignment within NMI’s authorized CE in accordance with ACO 045-003 and as directed by COM NMI, in support of operational requirements.
Given the dynamic operating environment in Iraq, the incumbent must be prepared to retrograde from the Greater Baghdad Area, possibly at short notice, for employment in locations outside of the borders of Iraq and under austere conditions for prolonged periods of time.
The work is normally performed in a normal NATO office working environment/Secure office environment with artificial light and air (e.g. Bunker).
3. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
Higher Secondary education and completed higher vocational training in human resources management, business administration, law, social sciences, or related field, public administration or related discipline leading to a formal technical or professional certification with 3 years function related experience, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related experience;
Experience in national or multinational HQs of combined joint operations or in deployed command functions.
At least 3 years’ experience in personnel administration.
Extensive knowledge of Microsoft Office 365 suite tools
Experience in administration and/or workforce management.
Experience with nations’ automated personnel reporting systems
English Standard Language Proficiency level of “Professional” in speaking and writing, (SLP 3322 based on NATO standards).
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
DESIRABLE
Possess full competence with administrative/IT packages
International Workforce and Organization Management Training.
Certified APMS user and APMS super user.
Previous NATO assignment in a similar role
Previous experience in Iraq or elsewhere in the Middle East desirable in a similar role
COURSES
ADL 169 – Improving Operational Effectiveness by Integrating Gender Perspective.
ADL 224 – Introduction to NSO Operational Law Course.
4. POSITION AND CANDIDATE PROFILE

- Professional Contacts: – Regular professional contacts with others inside and/or outside the immediate organisation on functional matters. Solicits/gives information and provides advice/guidance.
- Daily contacts with different stake holders (military and civilians) in order to accomplish accountability tasks.
- Contribution To Objectives: Work involves the provision of information or analysis of part of a task in assisting others to take action within the organisation.
5. EMPLOYMENT CONDITIONS
The successful candidate will be offered a 12-month definite duration contract, based on operational need/funding for the position.
The basic salary for an MCIV 4 is Euro € 5,709.00 per month . A further amount of 12% of the basic salary will be paid to the staff member every month to satisfy personal pension obligations, plans, and/or schemes. Furthermore, the successful candidate may be eligible to event-based allowances (hazard, austere, extended working hours), in accordance with the conditions stipulated by the Mission Civilian Rules.
