Responsibilities:
The Department of State seeks to conduct a program evaluation in support of select Bureau of Democracy, Human Rights, and Labor (DRL) Iraq programs. Guidehouse is seeking a mid-level evaluation specialist with a minimum of 10 years experience in monitoring and evaluation (M&E) and knowledge of and experience in evaluation of foreign assistance projects in Iraq or similar MENA-based conflict areas, especially projects focusing on democracy, human rights, and governance (DRG). The candidate will join our team in support of this evaluation and other evaluative work conducted at the Department. The candidate will support evaluations by helping the team lead manage and conduct the evaluation. S/he will support and in some cases lead the development of tasks and deliverables and assist with the coordination of all team deliverables to include, but not limited to, evaluation frameworks, presentations, work plans, and the report. Must have strong communication and writing skills.
Qualifications:
Required:
- At least 10 years experience in monitoring and evaluation (M&E)
- Clearance: active, or ability to secure, a Moderate Risk Public Trust
- Experience conducting and coordinating an overall evaluation effort, including preparation of the evaluation methodology and data collection, analysis and report writing
Preferred:
- Arabic language and/or Kurdish highly desirable
- MENA regional and democracy, human rights, and governance (DRG) expertise highly desirable
- Demonstrated ability to design and evaluate foreign assistance evaluations addressing human rights issues, including experience working in restrictive settings and with marginalized populations.
- Arabic and/or Kurdish language fluency highly desirable
- Ability to create and edit technical and non-technical written work products and graphical presentations
- Ability to view problems from multiple angles and apply a variety of solutions to solving them
- Ability to faciliate and lead focus groups, interviews, client-facing discussions and meetings
- Ability to synthesize information quickly and effectively
