Overview:
IBTCI is considering submission of a bid for the provision of Fiscal Agent Services (the “Services”) for the Global Fund to Fight AIDS, Tuberculosis and Malaria (the “Global Fund”) in Malawi. The Global Fund expects the work to begin on 1 st August 2021, under the terms of an existing IQC contract mechanism held by IBTCI. The duration of the contract will be 3 years. The work order may be renewed, or additional work orders agreed, subject to the internal rules and regulations of the Global Fund and the availability of resources, and upon agreement of the parties, under the terms of the IQC. To implement the requisite Services, IBTCI is seeking to employ a part-time qualified Home Office Country Manager to manage the submission of quality bid for such Services and to manage the awarded Work Orders under the TGF Fiscal Agent Services IQC.
Responsibilities:
Essential Duties/Tasks and Responsibilities:
Oversee the Team Leader and a team of financial management and short terms specialists and ensure that activities are conducted in accordance with The Global Fund IQC and specific Work Order Fiscal Agent Terms of Reference. The Home Office Country Manager will provide oversight to a team who is tasked to:
Ensure that the grant recipients are following established accounting procedures and that proper safeguards and risk mitigation measures are in place.
Oversee a team of financial management specialists to ensure that implementer financial activities are conducted in accordance with Global Fund Grant Agreement requirements.
Build capacity of grant implementers. Assess capacity gaps and develop detailed capacity building plans that include on-the-job mentoring and group trainings.
Ensure that the grant implementers are following established accounting and procurement procedures.
Ensure implementers have adequate written policies and procedures, as well as adequate financial systems and r internal controls.
Ensure effective internal controls are in place to protect the use of Global Fund grant monies, and ensure that all payments are eligible, justified, and represent value for money.
Ensure that financial records for all transactions are properly maintained at grant recipient and sub-recipient levels on a timely basis.
Ensure that implementer reporting to the Global Fund is accurate, timely, and in accordance with Grant Agreements and the applicable Global Fund policies and regulations.
Ensure that proper safeguards and risk mitigation measures are in place.
Mitigate the risk of fraud or misuse of grant funds and reduce ineligible expenditures.
Ensure the continuity of program implementation in high risk environments, and ensure that safeguards are in place with respect to Global Fund investments.
Assess systems and procedures currently in place.
Work with grant recipients and sub recipients.
Prepare quarterly progress reports to be submitted to the Global Fund that will include information on the quarterly and cumulative progress made against defined goals and objectives.
The Home Office Country Manager may have to step in as Interim Team Leader. As such he/ she may be responsible for signing off on all financial transactions, if required by the TOR.
Keep IBTCI’s Project HO informed of progress and problems through weekly and monthly progress reports and meetings.
Keep appropriate Global Fund officials informed of progress and problems on a periodic basis.
The Home Office Country Manager may manage one or several country programs.
The Home Office Country Manager will engage in the preparation and submission of requests for proposals of new Work Orders.
Qualifications:
Minimum Requirements:
A minimum of 15 years of experience preferably in the health, social or financial sector, with:
strong Country management and team management skills, ability to prioritize tasks and meet multiple deadlines in complex environment;
an in-depth experience of issues relating to Country management in developing countries, particularly in challenging operating environment;
strong interpersonal skills, diplomacy and tact to effectively communicate with senior level officials, multiple stakeholders and professionals from diverse cultural and professional backgrounds;
strong professional oral communication, writing and analytical skills, including the development of reports, oral presentations, and technical/persuasive documents
Ability to mobilize in a short period quality staff of various background needed in the frame of the Fiduciary Agent assignment
Must have served as Home Office Manager/ Director of Services of similar size and context.
Must have good written and spoken Portuguese and a good working knowledge in English and Portuguese.
Education:
A Graduate Degree, or a degree followed by membership in an industry-recognized professional body (e.g. ACCA, CPA etc), in: Finance/Accounting; Public Administration; Business Administration; Social Science; or Other relevant discipline.
Preferred Knowledge, Skills and Abilities:
Global Fund Experience.
Previous Fiscal Agent Service contracts experience.
Experience in managing similar IQC based Task Order/ Work Order work in single/ multiple countries.
Fluency in French, Arabic and/ or English.
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position may have supervisory responsibilities.
Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
