Organizational Setting
FAO is supporting the Government of Bangladesh and stakeholders in the implementation of a GEF funded project, the “Community-based Climate Resilient Fisheries and Aquaculture Development in Bangladesh – GCP/BGD/055/LDF”. The project aims to remove key barriers to effective adaptation to climate change and build resilience of the fisheries and aquaculture sector through policy reform and capacity development. The project will mainstream climate change in the national fisheries and aquaculture policy and related strategies, and build the capacity of the government fisheries officials, national stakeholders, and communities whose livelihoods depend on fisheries.
The poor communities whose livelihoods are based on fisheries and impacted by climate change will technically, and financially benefit from project interventions, including capacity development to adapt to the adverse impacts of climate change and variability. Climate resilient technologies will be promoted among the target groups and community resilient action plans will be developed for the coastal and inland aquatic ecosystems in the project areas (covering an area of about 4,790 km2). The project long-term sustainability for the fisheries and aquaculture sector, will be attained through up scaling and replication of climate resilient adaptation options across Bangladesh, and strengthening the capacity of Department of Fisheries (DoF), partner organizations and local communities on understanding climate change implications, resilient planning, and adaptation.
One of the areas that DoF, national stakeholders and fish farmers require is technical support is on how to improve the efficiency and proper functioning of the existing government and private giant freshwater prawn/golda (Macrobrachium rosenbergii) hatcheries to meet the rising demand for golda seed (juveniles) and increase golda production. The International Freshwater Giant Prawn / Golda hatchery Expert, technical support is required from February to June 2022, and the recruited expert must be willing to spend part of the contract period to travel to Dhaka and undertake field visits to selected golda hatcheries.
Reporting Lines
The International Freshwater Giant Prawn / Golda hatchery Expert will work under the overall administrative supervision of the FAO Representative in Bangladesh, the technical supervision of the Lead Technical Unit (LTU) and the Lead Technical Officer (LTO) at the FAO Regional Office for Asia and the Pacific (RAP), and in close collaboration with relevant divisions at FAO headquarters and in consultation with DoF.
Technical Focus
The International Freshwater Giant Prawn (Macrobrachium rosenbergii)/ Golda Hatchery Expert will play a vital role in identifying operational challenges and provide recommendations for improving the efficiency of the existing Government and private golda hatcheries in Khulna, Bagerhat and Satkhira districts. The consultant will submit a comprehensive technical report outlining the gaps and challenges, areas for improvement and a hatchery upgrading or improvement plan, outlining actions that will guide the hatchery owners when undertaking such improvements.
Tasks and responsibilities
Develop and submit methodological approach on how the assignment will be undertaken. The methodological approach will include workplan and highlight of assignment milestones.
Lead the assessment and review the current status, operational problems of the existing Government. and private golda hatcheries in, Khulna, Bagerhat and Satkhira districts, the review should include among others a detailed analysis of soil, water quality, water exchange and bio-filter facility, air temperature, water temperature, hatchery infrastructure, machinery or facilities and nursery management techniques being followed.
Identify problems for the hatcheries inefficiencies and low production of juveniles to meet the culture demand and make recommendations on how the identified problems or challenges may be addressed
Develop a hatchery upgrading or improvement plan that will guide the hatchery owners on steps and actions to be undertaken when implementing the required recommendations.
Review and make recommendations for revising the existing golda hatchery operational manual
Present assessment findings to the national stakeholders, including private golda hatcheries on hatchery inefficiency and recommendations to improve productivity
Submit end of assignment report highlighting task undertaken and progress achieved as mentioned above.

Minimum Requirements
Advanced university degree (preferably Ph.D.) in fisheries related to Freshwater Giant Prawn (Macrobrachium rosenbergii) juvenile production and management;
Working knowledge of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian) for COF.
Should possess 10 years of practical and technical experience of producing giant freshwater prawn post larvae in captivity.

Technical/Functional Skills
- Demonstrated working experience on the above-mentioned expertise with Freshwater Giant Prawn/Golda Hatchery development in developing country situations particularly in SE Asia;
- Hands-on experience and deep understanding of Hatchery management in the fisheries sector
- Excellent communication skills including strong writing skills, proven ability to convey complex ideas through clear communication, and concise reports, and effective oral presentations.
Experience in working in developing countries, particularly in South East Asia.
Ability to work in multicultural and multidisciplinary team and willing to undertake extensive field visits in the coastal project sites.
