The Mail Clerk, Senior will be based at one of two Amentum sites in Iraq, Diplomatic Post Offices (DPO) located at the Baghdad Embassy Compound (BEC) or the Baghdad Diplomatic Support Center (BDSC), and serve the Life Support Services contract in support of the State of Department. The Diplomatic Post Office (DPO) is a high visibility customer orientated facility due to its utility and its profound impact on morale for Mission Iraq DoS customers and DoD forces customers who are deployed. The Mail Clerk, Senior position will be responsible for coordinating the proper receipt, control, and management of all mail items (DPO, diplomatic pouch, or commercial courier services) sent or received at the respective site while engaging in customer service, and performs other duties incidental to the movement and processing of mail. The incumbent exercises no supervision and reports directly to the Mail Manager in support of services to the Information Programs Officer (IPO) or temporary duty Information Management Specialist (IMS) and the Information Management Officer (IMO). The additional duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive:

DUTIES:

  • Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.

  • Comply with all Environmental Health & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.

  • When accepting mail across the service counter, validate that customers are authorized patrons of the post office, and conduct parcel inspections in accordance with existing and current mailroom procedures.

  • Assist customers with their use of Click-N-Ship for outbound mail.

  • Ensure all accepted mail meets the size/weight restrictions and policy requirements.

  • Scans all inbound (into ILMS) as arrived at post office, prepares all paperwork to deliver all barcoded mail to designated unit mail clerks (UMC) or Direct Hire (DH) and scan mail as delivered once the customer picks up mail from post office.

  • Verifies incoming/outgoing mail manifests for correct pieces and weights received/dispatched from the Regional Mail Distribution Center (RMDC).

  • Ensure any customer mail claims are initiated correctly, in accordance with existing and current mailroom procedures.

  • Ensure mail received in damaged condition is properly reported, rewrapped, and documented in accordance with existing and current mailroom procedures.

  • Ensure mail is prepared for dispatch in accordance with all existing and current mailroom procedures.

  • Comply with all postal policies and directives to include, USPS Domestic and International Mail Manuals, Publication 52, and governing Foreign Affairs Manual guidelines (14 FAM 700).

  • Escorting local mail trucks.

  • Follow standard operating procedures (SOPs) for any/all aspects of the operations in order to provide additional/detail guidance/instructions on a specific process of the post office operations.

  • Ensure security of all mail and equipment staged inside/outside the DPO and ensure protection from loss, theft, and rifling.

  • Perform additional duties and projects as assigned.

REQUIRED:

  • Minimum Acceptable Experience Level: One – Three (1-3) years’ experience in USPS (United States Postal Service) and/or Diplomatic DPO Mailroom/ Army Post Office, with at least one (1) year in a supervisory role.

  • The incumbent must have superior customer service and interpersonal skills, must adapt easily to foreign cultures, and be able to communicate effectively in environments where English is not spoken fluidly.

·Knowledge, Skills, and Abilities:

  • Must have knowledge of Department of State DPO functions and procedures to include budget, receipt/dispatch, records, transportation, communications and supply/equipment, in accordance with DOS and USPS standards and directives.

  • Must have basic working knowledge of operating office equipment mechanics.

  • Ability to communicate effectively.

  • Able to operate computerized USPS Click N Ship terminal, mail screening devices, X-ray detector, calculator, barcode scanner.

  • Daily lifting/moving heavy mailbags and boxes (maximum weight per bag/mail item is 70 lbs.).

  • Long periods of standing when distributing mail and assisting customers, threat of potential contamination from chemical and biological agents and explosives in the mail.

  • Knowledge of principles and processes involved in supporting contract responsibilities at an overseas facility.

  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.

  • Ability to operate a pallet jack and small forklift (sit down truck or forklift)

  • Cross-cultural sensitivity with an international perspective.

  • Excellent organizational and time management skills.

  • Computer skills, specifically in Microsoft Word, Excel and Outlook.

  • Ability to become an active and functioning member of a team.

  • Ability to be innovative and be an agent for change.

  • Expert communication skills to facilitate and disseminate information.

  • Passport, Licenses and Certifications:

  • As part of pre-contingency requirements, by the time the visa process starts , candidates must possess a valid passport of home country with a minimum of 18 months remaining to expiration date with 8 blank pages.

  • Valid drivers’ license from Home of Record.

  • Education: A high school diploma or equivalent is required

  • Security Vetting: Already possess a US Government issued security clearance or be able to obtain a favorable US Government clearance prior to being hired is required for the position. Must maintain eligibility at the required certification or clearance level for the duration of the contract.

  • Language Skills: Satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.

  • Medical: Successfully complete and pass the medical and dental examinations as required by Amentum and our customer for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment.

DESIRED:

  • Department of State experience

  • One (1) year of international experience in challenging locations, preferably working in the Middle East, with a working knowledge of customs and cultural differences
