This position is with the 401st Army Field Support located in Camp Arifjan Kuwait. RECRUITMENT/RELOCATION/INCENTIVE – May be requested through management and may be authorized up to 25% of base salary per year to be paid bi-weekly. Responsibilities Establish and maintains liaison with Army units, Corps/Divisions to ensure all Army readiness, field and sustainment maintenance, and wholesale to retail materiel management actions are completed in an accurate and timely manner. Represents ASC and its executives at meetings and conferences and also has authority to commit the organization to courses of action within the framework of assigned responsibility. Make changes in work assignments and work flow and balances workload among positions to increase effectiveness of operations supervised. Review work completed by subordinates, accepting, amending, or rejecting work as appropriate. May serve as lead on special projects involving Army readiness, field and sustainment maintenance, and wholesale to retail materiel management involving coordination of specific activities to support ASC objectives. Handle issues and proposals that cross organization functional lines and provides analyses involving forecasting effects on a long-term basis. Monitor the development and progress of numerous support plans and identifies delays that might impact the operational activities of the Sustainment Readiness Model. Requirements Conditions of Employment Qualifications Term Appointment NTE 13 Months – Position may be filled as a term appointment NTE 13 Months. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a temporary or term appointment with no statutory return rights back to a permanent position. When a current Army employee applies to a JOA opened for a temporary or term appointment, the action will be a conversion to a temporary or term appointment. Specialized Experience: One year of specialized experience which includes: experience evaluang and analyzing logistics programs/operations; recommending logisticcs policy modifications; ensuring actions are integrated throughout command units as well as other commands, regarding multple logistcs programs involving Army readiness, field and sustainment maintenance, and wholesale to retail materiel management; providing logistics support to managers; working as part of a team to achieve command level logistics responsibilities You will be evaluated on the basis of your level of competency in the following areas: Managing Human Resources Oral Communication Organizational Performance Analysis Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted. Additional Information Direct deposit of pay is required. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. Employees who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250. For positions in a foreign country, that country’s laws or international agreements may have a direct impact on the ability of an employee’s same sex domestic partner or spouse to accompany the employee and receive certain benefits. This is a Supply Management Career Field position. The initial length of this overseas tour is 13 months. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
