SUPERVISORY PERSONNEL SECURITY SPECIALIST

Duties

  • You will be responsible for the daily operation of the COMUSNAVCENT Special Security Office and manage security programs governing the classification, transmission, dissemination, and protection of Sensitive Compartmented Information (SCI).
  • You will develop an effective and comprehensive Sensitive Compartmented Information (SCI) or collateral security training program designated to provide command personnel with information.
  • You will review, analyze, and resolve difficult and complex security problems; and conduct NAVCENT inspections to ensure adherence to regulatory guidelines.
  • You will provide technical oversight and expertise of the background check/adjudication program.
  • You will review pertinent data required to substantiate, disapprove, and/or adjudicate significant derogatory information.
  • You will supervise and oversee special security personnel and related projects requiring exceptional coordination and integration.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • May be required to obtain a VISA dependent on the overseas country’s laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • MSP/PPP applicants must currently hold the required security clearance.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

Your resume must demonstrate qualifying experience performing the following:

1) Providing training and technical assistance in all matters relating to a Personnel Security program;

2) Establishing procedures and guidelines concerning the protection of varying security interests;

3) Generating intelligence products related to personnel security, Foreign Nationals, and Insider Threats;

4) Safeguarding and handling sensitive compartmented information and special access programs.

ADDITIONAL INFORMATION:

The Office of the Secretary of Defense (Personnel and Readiness) limits the number of Bahrain based DoD personnel accompanied tours. Dependent entry approval from Commander, U.S. Naval Forces Central Command is required for all accompanied tours prior to extending the final job offer and prior to issuing Permanent Change of Station (PCS) orders. Accompanied tours are not guaranteed.

Relocation and recruitment incentives up to 25% may be authorized. The current workweek is Sunday through Thursday. Employees hired from continental U.S. will receive Sunday Premium Pay (computed at 25% of basic hourly rate, eight hours per week).

  • A non-disclosure agreement must be signed and successful completion of polygraph examinations may be required on a recurring basis.
  • The incumbent must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Incumbent is required every three years to obtain and maintain the Anti-Terrorism Officer Level II Certification, as well as to graduate from the Naval Security Manager Course, both given by NCIS Security Training Assessment and Assistance Team (STAAT) teams.
  • This position has been identified as a Defense Security Position (DSP) in accordance with Department of Defense (DoD) Manual 3305.13-M, “DoD Security Accreditation and Certification” and selectees will be required to meet the certification requirements of the Security Professional Education Development (SPeD) program. As such, the individual selected for this position must obtain and/or maintain a Security Fundamentals Professional Certification (SFPC) within 2 years of appointment.
  • This position is designated as a Mission-Essential position. This is defined as an employee who may be activated to maintain continuity of Government Operations during emergencies involving national security, a natural disaster, extended emergencies, or other unique situations such as snow emergency days, severe weather conditions, holidays, increased security periods, national emergency or other dismissal or closure situations.
