The Humanitarian Response Department (HRD) provides leadership and support to CRS emergency programming. The HRD strengthens CRS’ impact through high quality, innovative programs; improved technical and management capacity at the field level; and active engagement in global efforts to promote excellence and learning in humanitarian response. The HRD has technical staff that supports emergency program planning, rapid response, and capacity strengthening of staff and partners worldwide.

This is a telecommuting role which involves providing both remote and in-country/on-site support to organizations in the Latin America & Caribbean region (on-site support / travel expected to be up to 50% of time). As such, candidates from / presently based in the Latin America & Caribbean region are preferred.

Job Summary:
You will provide technical advice and support to a range of program design and implementation issues in Emergency Response programming, primarily in the Latin America and Caribbean Region, in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practices to Country Program (CP) teams and partner to advance the delivery of high-quality programming to the poor and vulnerable. Your advice, knowledge, and support will contribute to determining how effective, adaptive and innovative CRS’ Emergency Response programming is in Latin America and the Caribbean and across the globe.

Roles and Key Responsibilities:
Support the development and contribute to the implementation of agency-wide strategies, standards, tools and best practices in Emergency Response programming that effectively engage partners, donors, and governments. Help ensure a cross-sectoral approach integrating gender, protection mainstreaming, and disaster risk reduction.

Provide technical solutions to programs and CP teams, remotely and on-site, for strategic planning and how best to apply standards, best practices, partnership principles, tools and M&E, helping to ensure high-quality implementation.

Provide on-site technical assistance, as requested, to CRS emergency programs for emergency-related assessments, strategic planning, proposal development, project management/implementation, and/or MEAL, as per internal CRS program and management quality standards and international standards such as Sphere.

Support the set up and/or management of emergency field offices, teams and relief operations, as requested.

Take on acting leadership roles (e.g., Emergency Coordinator, Head of Office, Emergency Program Manager), as requested, during field deployments.

Provide support to emergency programs in other response functions such as security, staffing, logistics, supply chain, finance, IT/communication and administration, when needed.

Work closely with local partners as needed, to implement high quality emergency responses.

Help identify and work collaboratively to address CRS country program and partner emergency capacity strengthening needs in Emergency Response programming, ensuring staff ability to establish quality emergency response programs that include cross-cutting themes such as protection mainstreaming and accountability to affected populations, meet donor requirements and achieve excellent general program management standards. Approaches may include developing learning and training strategies and agendas/curriculums; conducting trainings and workshops; on-the-job training; coaching and mentoring; development/streamlining of operational policies/systems; accompaniment of partners, etc.

Contribute to, and in some cases lead, the development of the technical design for proposals. Support the process of preparation, design, submission and approval of project concepts and full-fledged proposals. As needed, act as a technical writer on proposal development teams. Advise project teams on integrating donor strategies, priorities and technical requirements into CRS’ approach.

Collect and analyze program data, capture and share lessons learned and best practices for specific projects to facilitate improvements in decision-making and contribute to the Emergency Response programming learning agenda.

Contribute to maintaining relationships with donors, peer organizations, research and other institutions; participate in forums in the area of Emergency Response programming to collect and share best practices and promote CRS’ work; represent CRS in emergency cluster and other coordination meetings, as needed, during field deployments.

Promote health and wellbeing of CRS and partner emergency staff.

Required Languages

Professional level in Spanish is required

French or Arabic is a plus

Travel – Travel is expected to be approximately 50% (i.e., six months of the year)

Preferred Qualifications

Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.

Supervisory Responsibilities:
No supervisory responsibilities within the HRD

May be assigned temporary supervisory responsibilities during field deployments, as needed.

Qualifications

Basic Qualifications

Master’s Degree or equivalent experience in International Development or a related field.

Minimum of three years relevant work experience with progressive responsibilities, ideally with an international NGO, with minimum of two years relevant field-based experience in Emergency Response programming.

Familiarity with humanitarian codes and principles (e.g., Sphere, Core Humanitarian Standards)

Knowledge of technical principles and concepts in Emergency Response.

General knowledge of other related disciplines to ensure proper cross-sectoral approach.

Experience in emergency project design and proposal development; knowledge of design requirements for major emergency donors (e.g., USAID, PRM, EU, DFiD, UN agencies).

Experience with emergency team leadership and project management.

Knowledge of capacity strengthening best practices.

Experience with emergency program monitoring and evaluation and analysis.

Experience in Information Management and the use of information and communication technology (ICT).

Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
