World Vision International in Iraq is announcing tender on Cash Distribution through MTA to cover the Syrian refuges leaving in Duhok and Erbil camps.

1. The duration of the project is 6 months from June to Nov 2020.
2. Cash distribution will be managed by World Vision.
3. The money will be distributed in IQD.

Location: 5 camps in Duhok and 4 camps in Erbil listed below.

Caseload: 40,396 on monthly basis from June to October and 7,994 in November.

Transfer value: 22,000 IQD per beneficiary/month

Amount per month IQD: 888,712,000 in June to Oct and 175,868,000 in Nov.

Distribution days: June-Oct 28 days divided by 4, but in November will be max 6 days.

Total value for 6 months: 4,619,428,000 IQD

· World vision will share a distribution plan before 3 days of the distribution with supplier and we will ask them to share a confirmation that they are ready to start the distribution.

· Supplier should provide his own cashier on site, we will have 4 distributions at the same time 2 in Erbil and 2 in Duhok to finish for the big areas company should provide 2 cashiers per site.

· A daily reconciliations will take place at the distribution sites between WV and the supplier.

· Supplier shall provide invoice for each distribution.

· World Vision will provide payment within 10 calendar days (3 days for project team and 7 days for finance) after receipt of invoice.

· The Suppliers will need to appreciate that WV is a humanitarian assistance organization, hence some flexibility at times (not always) is expected from the supplier.

· The Supplier is fully responsible for the money until it has been received by the beneficiary. This means any loss of money even at distribution, be it by robbery or otherwise, is responsibility of the owner.

Interested Companies should provide the following documents:

1. Technical Documents:

· Provide a certified copy of a certificate of business registration, certificate of incorporation, business license or similar document

· Provide information on ownership structure (Name of directors of the company / Owner)

· Provide contacts of minimum 3 references from previous customers

· Sign the Supplier Code of Conduct and acknowledges understanding and agreement to WV’s Conflict of Interest disclosure, Child and Adult Safeguarding Behaviour Protocols, and background checks including Blocked Party Screening or Criminal background checks (please download from the link indicated here:

You are kindly requested to abide by the dates & details mentioned in the attached documents.

WV International in Iraq shall not consider any Proposal that arrives after the deadline for submission of Proposals. Any Proposal received after the deadline indicated above shall be declared late, rejected, and returned unopened to the Proposer.

WV International in Iraq will evaluate information submitted for this RFP, at its discretion.

Evaluation Criteria Include, but are not limited to:

• Quality, reputation and performance of Companies.
• Thoroughness of information provided
• Demonstrated excellence in service, support and extended services
• Competitive pricing with demonstrated capacity to deliver the item/services required
• Ability to deliver the requested according to the agreed-upon timeframe
• Capability of supplier(s) to identify all elements leading to understanding the actual landed costs by country and establish lead-time and fulfillment objectives
• Demonstrated ability to provide account coordination and high quality customer service

The Proposal evaluation will be based on scoring method. Technical Proposals max score being 60 and minimum passing score being 40. Financial Max Score being 40.

Please note that only companies that has passed mimimum Technical score (40) will be considered for Financial Evaluation.

Proposal with Highest Total Combined Score for Technical and Financial Packages will be awarded the Contract. Please also note that shortlisted companies will be addressed for negotiations.
