Human Appeal Iraqs country office is in Erbil with sub-offices in Mosul and Aana. Human Appeal is working in a number of thematic sectors: primarily in protection; shelter and non-food items; food security and livelihoods. Human Appeals main donors include UNHCR, UNOCHA, WFP and numerous other international institutional partners.

JOB PURPOSE

Supply Chain Officer will supervise and support the supply chain team to ensure that all logistics and procurements are done while adhering to Human Appeals standards and donor specific policies. The Supply Chain Officer will work in close coordination with field project managers to ensure quality goods and services are delivered in a timely and cost effective manner.

DUTIES AND RESPONSIBILITIES:

= Management and oversight of the supply chain to ensure all field projects receive required supplies and equipment on time, within the budget and to required quality while adhering to HA and donor specific policies and procedures

= Carry out market research in field, develop supplier lists, price lists, and consolidate orders.

= Ensure effective communication and work closely with the relevant requesting staff / departments on procurement plans and coordination regarding the order and delivery of supplies and services.

= Develop and maintain procurement tracking tool and share weekly and monthly updates on progress of all orders.

= Work towards contracting suppliers through competitive processes, to achieve efficient and consistent procurement with maximum value for money.

= Assist in the preparation of the tender documents (annoucements, opening bids, technical bids evaluation and awarding contracts), as per guidance from the line manager and in liaison relevant staff members.

= Regular visits to monitor the procurement process in field locations, supervise and build capacity of Supply Chain Assistants in all their daily tasks as per their job objectives

= Ensure that all relevant documents throughout the supply chain process are filled in appropriately, signed and submitted on time to the relevant personnel. Ensuring appropriate filing of all documents in field offices.

= Prepare payment requests and collect all needed documents to facilitate payment submission.

= Attend all the procurement committee meetings.

= Assist program staff with raising purchase requests (PRs) and provide price estimations of goods requested when possible.

= Maintaining an up-to-date inventory list & proper storage of HA assets.

= Lead on the selection of the warehouse/storage facility in line with the SOPs and programme implementation strategy

= Responsible for warehouse management including proper storage as per HA standards, offering support and problem solving for all arising issues and reporting any incident to the line manager in line with policies and procedures.

= Respond to the needs of project transprotation and staff travels by organizing monthly and day-to-day renting and scheduling of vehicles and keeping accurate and transparent records of logbooks and monthly/daily invoices.

= Coordination with finance, admin and program departments to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation.

= Conduct all duties in accordance with the HA Code of Conduct and ensure all suppliers conform with the HA Code of Ethics

= Any other duties or tasked delegated by Snr. Supply Chain Officer.

Minimum Requirements:

1 Minimum universitydegree.

2 Minimum 2-3 year ofProcurement and Administration work experience in Humanitarian Organisation.

3 Computer literate andcompetent with Microsoft office and other data management systems, as required.

4 Excellent verbal &oral communication skills

Good verbal and written in English, Kurdish and Arabic

5 Flexibility andability to work under pressure, manage time and prioritise work to deadlines.

6 Can workindependently, i.e. with minimal supervision.

8 Punctuality andrespect for rules and procedures.
