Summary:
Tetra Tech ES, Inc., based in Arlington, VA, is seeking a Business Development Associate – Recruiter. The Business Development (BD) Associate – Recruiter works to build and strengthen Tetra Tech ES, Inc.’s positioning to win new business and strengthen the firm’s growth strategy. The BD Associate – Recruiter is a networker using excellent organizational and sourcing skills with a primary focus to attract, build relationships with and secure qualified candidates to be included in Tetra Tech’s proposals. This position reports to the Senior BD Manager, serves as a member of the BD team, and collaborates closely with the business service teams, and existing project offices.

This position will report out of our office located in Arlington, VA; however, there may be flexibility for a candidate to work remotely.

Responsibilities:
Capture phase and live proposal recruitment

Develop and implement a sourcing strategy for proposals to meet staffing needs.

Coordinate and implement all staffing related activities of the proposal lifecycle, including: identification of staffing needs, drafting of job descriptions, sourcing, interviews, negotiations, contingent hire agreements, preparation of proposal inputs, and updating consultant database records.

Identify and secure high quality and competitive candidates through active sourcing.

Participate in all proposal meetings to fully understand the staffing needs of the project.

Network with candidates to promote open positions and invite them to join the consultant network.

Prepare resumes, staffing qualifications, and other relevant technical proposal sections.

Post-live proposal activities

Maintain communication with candidates and consider them for other strategic bid opportunities.

Prepare recruitment files and, post contract award, present to implementation team during handover.

Potentially support start-up hiring activities.

Cross-cutting and general responsibilities

Support administrative activities of the BD team including attending the weekly BD meetings, participating in the bid approval process, helping to input BD Portal entries, tracking B&P costs, maintaining the proposal files in Egnyte, and ensuring document integrity.

Provide input to streamline systems for effectiveness and efficiency in recruitment processes.

Develop new position descriptions and determine appropriate salary ranges while ensuring consistency with company policies and procedures.

Expand recruitment expertise through workshops, publications, networks, and associations.

Perform other duties and responsibilities as assigned.

Essential KSA’s required (experience, skills, education, certification, etc.)

Bachelor’s degree in business, economics, engineering, finance, marketing, international development, or other related field.

A minimum of one (1) year of relevant work experience in recruiting, international development and/or business development field.

Strong analytical and organizational skills, including the ability to work independently, and prioritize and manage activities with extreme precision and attention to detail.

Excellent verbal and written communication skills: ability to communicate clearly and concisely in a diverse international environment.

Strong interpersonal skills: enthusiastic, results-driven team player with the ability to build and strengthen relationships and collaborate effectively with colleagues and candidates.

A go-getter attitude with confidence to approach prospective candidates for proposal activities.

Flexibility in daily schedule to accommodate several time zones and respond proactively and effectively to proposal needs.

Detail-oriented, diplomatic, strategic thinker with the ability to thrive in a deadline-driven, dynamic environment; available to work additional hours as needed.

Computer proficiency in using content management systems (e.g., Egnyte, OneDrive), Adobe PDF, and MS Office software, including Word, Excel and PowerPoint, required.

Fluency in English required

Valued but not required KSA’s:
Masters degree in business, economics, engineering, finance, marketing, international development, or other related field.

Familiarity with US government proposal requirements.

Previous experience in recruiting for proposal activities.

Experience writing and editing resumes, proposals and/or reports for international development clients.

Proficiency in applicant tracking system, such as Taleo.

Fluency in a second language, preferably Spanish, French or Arabic.
